Personality

In the past, Lehare abused the captive workers he supervised and had a sadistic desire to inflict pain on them when he could. He grew a respect for Kurgan in the years following his defense of the city, despite the Eight Arms having been a prisoner he viewed with scorn and pity.

History

Lehare was a supervisor of the construction of Garkla's city walls. Unaware of the legend of the Eight Arms due to it fading into obscurity, Lehare saw Kurgan as an easy target to direct his sadism towards. When Regulus Corneas arrived within the city of Garkla and instantly destroyed a third of it, the then-governor and their aides were caught and killed in the destruction. As a result, Lehare was appointed as the interim governor by a young prince known for his wisdom who happened to be in Garkla for an inspection, obeying his instructions. Although bewildered why the prince sought the Eight Arms, he affirmed the old hero's presence in the city. In the aftermath of the incident, Lehare, who officially became the governor of Garkla, as well as the other survivors of the city, passed on that Kurgan had emerged victorious. He restored the Demon Cleavers that had been destroyed in the clash between the Eight Arms and the Sin Archbishop of Greed, displaying them on the top floor of the great fortress as a symbol of the Fortified City's sturdiness.
