Imperial Family

Vincent Vollachia

During his early teenage years, Cecilus heard the rumors about Vincent and decided to become Vincent's subordinate, despite never having met the prince in person before. However, instead of directly asking Vincent, Cecilus chose to massacre rebels in Vincent's territory in an attempt to draw Vincent's attention. His plan succeeded, and thus, with Chisha's assistance, he joined Vincent's forces.

It was with Cecilus’s help, like Chisha, that Vincent would take the throne. During the scuffle with Lamia Godwin, he would slaughter her Pruning Corps down to the last man. Furthermore, he would also nearly kill Arakiya when Prisca ordered her to kill him. Even after Vincent became the emperor, when Chisha would try to convince him to help, Cecilus would readily state that he would always follow the emperor’s orders (though he ultimately allowed Chisha to go through with his plan).

As the strongest man in Vollachia and the First ranking Divine General, Cecilus acted as Vincent's sworn sword, though his childish outbursts and frequent overreactions to everything did not sit well with Vincent. Cecilus was extremely loyal to the emperor and was prepared to do anything he was tasked to, though it should be noted that if the issued orders went against what he stood for, or if he took personal offense in them, Cecilus had not a sliver of a problem disregarding them and going his own way. One example would be assassinations. While dispatching foes was an act deeply familiar to him, silent assassinations were something he himself stated he'd refuse, even if the order would be issued by Vincent himself. According to him, assassinations wound his pride and it would cause a great blow to his reputation. Accordingly, he'd much rather wound up dead than be forced to live with such a stain. Furthermore, according to Vincent, Cecilus took the emperor's safety extremely serious. Be it man, woman, elderly or child, he'd immediately cut them down if they'd approach His Majesty with ill intent, or got too close to him.

Prior to the events of Arc 7, Vincent was forced to step down as the emperor of the Vollachian Empire. Accordingly, it is still unknown what kind of relationship the two of them would share if they'd met now, as Cecilus does not currently recall his memories of being a Divine General.

Nine Divine Generals

Chisha Gold

Chisha is perhaps Cecilus' closest companion and friend, surprisingly deeply caring about his fellow Divine General and taking the time to listen to his childish outbreaks and tantrums. The two could be considered to have a relationship where Chisha is the brains of the team, while Cecilus is the brawn.

Before the coup started by Chisha to help counter the Great Disaster, he would confront Cecilus in an office and ask him what he would do if there were ever a fight between Vincent and Chisha, the man choosing the former as if it were second nature. Chisha expected this, and Cecilus realized that Chisha wanted to do something, so he was interested in seeing what Chisha would do to try to convince Cecilus to stay out of the fight. With this last conversation between them, Chisha would entrust the task of keeping the emperor safe to the man, something that caught Cecilus off guard, and he would allow Chisha to infantilize him and send him to Ginunhive.

Arakiya

As the 1st and 2nd Divine Generals, Cecilus and Arakiya are forced to work together quite often. One would think the two share a respectful and friendly relationship, however, this couldn't be further from the truth. According to Vincent, Arakiya is constantly after Cecilus' neck, as she's trying to become the 1st ranking Divine General. Their fights and skirmishes are so frequent, that Vincent ordered Cecilus to move next to Arakiya, so they could minimalize unwanted damage to other civilians and structures.

Roughly 7 years before the start of the main story, the two first met; Cecilus, around 13 years of age and Vincent's right-hand man, and Arakiya, a couple years younger and Prisca's right-hand man. Immediately upon meeting her, the blue-haired youth noted her adorable stooped ears and started referring to her as "Lil' Doggie", though he also commented on Arakiya's rather revealing attire. Naturally, this greatly angered Arakiya, and caused her to try and kill him. Cecilus naturally countered her with ease and almost lobbed her head off.

Imperial Army

Zikr Osman

Despite never being shown conversing, the two have met in the past. When asked about his experience with Cecilus, Zikr described him as an always-happy guy whose mood never changes no matter who he speaks with. He's a man well worth his title as the Empire's strongest, and precisely because of that, the other Divine Generals view him as an incomprehensible monster that cannot be understood on a deeper level.

Vollachians

Gustav Morello

Ever since arriving on Ginunhive in his infantilized state, Gustav would be left conflicted about what he should do with him. Though he greatly grated on his nerves with his antics, it was not uncommon to see Cecilus hanging around Gustav in his office or during Sparka. Eventually, the two would travel together in the Pleiades Battalion.

Rowan Segmunt

Rowan, in his mission to reach the Heavenly Sword, fathered many children, each of whom he would kill, until finally, he reached Cecilus. In Cecilus, he saw the boy reaching the title of Heavenly Sword that he could not reach, and having been abandoned by the Observers, this would leave him in a state of depression. However, he still saw his chance of reaching the Heavenely Sword by battling his son, leading to him attacking Vincent and being nearly killed by his son.

The two would meet again while Cecilus was infantilized. Though seeing him small was surprising, that shock did not last long. Cecilus himself seems not to see his own father in either a positive nor negative light, and he was fully fine with the man being used as a sacrificial pawn. That said, Cecilus would witness the demise of his undead father, and he would be perhaps the only person to understand him.

Gramdart Holstoy

Cecilus holds Gramdart in very poor regards. One could say Cecilus scorns the High Count, due to his act of betraying the Empire and threatening the emperor's life. Though their meeting was brief, Cecilus did not refrain from throwing insults at the traitor, calling him "old dog" and the like. Naturally, he had no problem killing Gramdart, and would gladly have done so if he wasn't stopped by Chisha midway through the slash, a mere second away from lobbing the traitor's head clean off.

Volcas

After meeting him as an undead and learning his identity, Cecilus was excited to do battle with Volcas. Though Cecilus won, he also did not want to see him return to death just yet, which led to an argument between him and Arakiya.

Priscilla Camp

Prisca Benedict

Prisca and Cecilus first met mere days before the start of the Imperial Selection Ceremony, when both of them were in their early teens. Cecilus immediately pointed out her beauty, commenting on her eyes and quickly turning the compliments towards himself, stating he likes them because he can see his beautiful reflection in them rather clearly. Naturally, his abrupt brashness, absurd sense of humour and concerning childishness didn't sit well with a 12-year-old Prisca, who called him a clown and immediately ordered Arakiya to dispose of him. Naturally, it backfired and Arakiya almost lost her head.

Al

The two first met when Cecilus saved the man’s life from the undead Viva the Dissector. Since then, the two have accompanied each other throughout Lupugana in an attempt to pave a road for Subaru. Despite Cecilus have left Al hanging off the side of a building at one point, Cecilus respects the man’s ingenuity and versatility in combat. Similarly, he realized that Al has “True Sight” in a similar manner to Subaru, though he has pointed out that their differing methods set them apart, and he still respected it regardless. Throughout the fight, Cecilus has trusted Al’s judgment and even trusted him to back him up during the battles against both Arakiya and Sphinx.

Reinhard van Astrea

After his humiliating defeat in the Empire, rather than being a sore loser, Cecilus found meaning in his defeat, as he had finally realized he wasn't alone; there were other strong people in the world besides him. In his blind obsession with becoming the strongest in the entire world, Cecilus had forsaken everything he held dear. Before long, he realized how lonely he was at the very top. With the arrival of the Sword Saint, who defeated him with a single kick and opened Cecilus' eyes, making him understand how things truly are. He realized that he wanted to show something to the red-haired knight as well; the same thing he had realized not so long ago: That he wasn't alone. That others were standing with him. That others were just as strong as the two of them. After seeing the Sword Saint's smile and sensing his enjoyment during their fight, Cecilus believes he conveyed the message to him, though he's not 100% sure.

Anastasia Camp

Julius Juukulius

Julius and Cecilus share a rather peculiar relationship as they couldn't have a more different views of each other. Perhaps the only mutual thing they share is their respect for each other. Cecilus' childish demeanor causes him to take the Spirit Knight rather lightly, joking with him and at times being far too arrogant and naive, considering their positions. Despite that however, Cecilus holds Julius in high regards, considering him one of the best swordsmen he ever had the opportunity to face. After their secret "get-together", a month after the knight's journey to Vollachia, the two of them started to respect each other way more than before as they were "forced" to spend a couple of days under the same roof and eat at the same table.

It is also hinted that Julius holds some sort of complex envious emotions towards him.

Joshua Juukulius

Joshua and Cecilus spent a couple of days together under the same roof as Julius offered the Blue Lightning an accommodation and safe-place while he was staying in the Capital. Considering the two's positions, Cecilus acted as some sort of a traveler and shared his wild and at times legendary stories with Joshua who due to his illness was rarely able to leave the Juukulius household. It didn't take long for Joshua to adopt a great deal of respect for the Vollachian General, spending hours each day conversing about different topics with him.

Cecilus also correctly pointed out Joshua's weak body by simply glancing at him and taking a second to acknowledge his posture and the way young boy walked.

Emilia Camp

Natsuki Subaru

Their relationship is odd. Subaru at first regarded him as a strange child using the name of the Blue Lightning. However, after seeing various displays of his strength and strange personality, he would realize that he is not bluffing. Naturally, Subaru would often find himself exasperated with Cecilus and his behavior. On the other hand, Cecilus had a gut feeling that there was something special about Subaru, and he even put his life on the line by making a bet with Ginunhive’s warden to allow him to stay on the island. Eventually, Subaru would ask Cecilus to join him in the Pleiades Battalion, though he would save his offer for last to get on his nerves. With this, Cecilus would begin referring to Subaru as “Boss.”

Cecilus’s intuition tells him that Subaru has “true sight,” or so he calls it. During the time that they would travel together, the two would make a promise under the moon to not use their respective abilities to save each other if they were in danger of dying, though they both know that they will break that promise if that time came.

Emilia

Though they would only meet while he was infantilized, Cecilus would save Emilia’s life outside of Lupugana, and he would even ask her to let him captivate her with his skills and let her fall in love with him. Though, Emilia would claim to already know who she would fall in love with. Realizing his mistake, Cecilus would apologize and ask her to invite him to the wedding. Afterward, Emilia would provide him with weapons to fight with, to which Cecilus would be grateful for, while he would entrust her with the task of getting Madelyn’s body out of the way.

Crusch Camp

Wilhelm van Astrea

Though never meeting him nor knowing of his real identity, Cecilus deeply respects the Sword Demon and holds him in extremely high regards. According to him, the highest heights of swordsmanship back then had much in common with what Cecilus stands for, therefore, exchanging words and perhaps even swords with the Sword Demon would be a dream-come-true for the young kimono-wearing swordsman.

Royal Army

Marcos Gildark

Marcos and Cecilus briefly met roughly 3 to 4 months before the day of Subaru's arrival to the new world, when Cecilus entered the Lugunican territory unannounced, in search of an Imperial traitor. Cecilus deeply respects Marcos, stating he'd be beyond happy to be given an opportunity to learn a thing or two from the famed Boulder, via a duel.

Kararagians

Halibel

Due to his origin as a wolf human, Cecilus has once attempted to come for Halibel’s life. Ultimately, he failed and returned to Vollachia. When they encountered each other in Arc 8, the two were easily able to fight side by side with no concern for the past.

Gustekans

Elsa Granhiert

The two fought once before when Elsa was hired to kill the target he was protecting. Like with Reinhard, she was completely overwhelmed by Cecilus’s pure power, and she was nearly killed by the man. However, she still successfully managed to kill her target when Cecilus let his guard down, and she managed to escape from the man.

Witches

Sphinx

As the Great Disaster began, Cecilus would be drawn to Sphinx’s target, the reservoir, and he would encounter her. The two would meet in battle, with Cecilus believing that her death would put a stop to this disaster. However, he would be proven false as he successfully killed Sphinx, resulting in her resurrection as an undead.

Later, Sphinx would descend upon Cecilus. Though initially confused by her, now taking on the appearance of the Witch of Greed, he recognized her as the same being, and he quickly came to terms that he hadn’t ended her for good. During the fight, he found her magic proficiency to be impressive, though he ultimately overcame everything she threw at him. They later had one last battle during her final stand.

Others

Spica

Cecilus respects Spica and her decision to remain in Vollachia to clear her name. This respect increases when she willingly interferes with his battle with Arakiya, coming out of it unscathed and ending the battle. He likes her guts for performing such a crazy feat. On the other hand, Spica realizes that Cecilus is someone who is far beyond reasoning, as Subaru had warned her, though she respects his strength.
